The terms "malnutrition" and "starvation" are not referenced in Scripture although "famine" and "hunger" are used quite a bit. In almost every situation, a "famine" is brought on either by divine intervention in withholding the blessing of rain, or by the consequences of a siege - when God allowed a foreign army to surround a city and "starve" it into submission.
There are some accounts when the people were so hungry that they actually resorted to cannibalism. This greatly angered God and carried serious consequences.
